New system needs time - BiH
Director of the Direction for Payments System of Bank of Slovenia and his Deputy visited on February, Direction for the Payments System of the CBBH, and they attended the meeting of the commercial banks in order to see for themselves how the new payments system in BH functions. The reform of the payments system started in Slovenia on 1992 and it still goes on. Payments bureau, i.e. the Agency for the Payments System still exists (former SDK – Služba Družbenega Knjigovodstva). Payments system is going on through both the Agency and the commercial banks.
In Bosnia and Herzegovina,the payments bureaus ceased performing payments transactions. Since January 5, 2001 the internal payments system is completely transferred to the commercial banks. When comparing these two ways of new payments system introduction Director of the Direction for Payments System of Bank of Slovenia said that the Slovenian system is gradual, and that therefore it takes longer. For 6 years of the reform of payments system Bank of Slovenia settled the structure of the payments system (RTGS and Gyro Clearing), it transferred the accounts of the state institutions and commercial banks from the Agency for Payments System into The inter banking transfer is set. The proposal of the new law is in the Parliamentary procedure. This Law should define when the Agency will stop to perform the payments system operations. The transfer of the accounts from the Agency to the banks should be finished at latest until the June next year. They in Bank of Slovenia are not happy with the dynamics of the account's migration, and if this job is not going to be done according to the schedule, the additional solutions will be looked for to accelerate it.
It is true that Slovenian banks have more time to prepare themselves in staff and in technical aspect, but as Director of the Direction for Payments System of Bank of Slovenia says, regardless the fact that BH banks did not have so much time, they have taken over the payments system completely. "These initial problems do not have such dimension which would put in question the system's operating", added our collocutor from Slovenia. They were expected to happen with such a transfer, and from day to day, this system will become better. "My opinion is that, if there are possibilities, I would always accept the solution that would as soon as possible set the condition, which is right, which is economically and in market sense justified and if the difficulties appear at the beginning, this is only a sign that you will be sooner on your finish because the difficulties will be solved at the start, for they are not the one that can hinder you to come to the finish. If for example some problem appears for first 14 days, after three months it will not be the same, for the issue will get consolidated".
He pointed out that he is principally against the monopoly, for the monopoly of one financial institution hinders the development of banking sector. There are no other institutions offered to the client and he can not chose another if he is not happy in the first one. There is no development of the market, because there is no competition. There is the ruling of the only one institution, and if it is controlled by the state instead by the market, this is the worst possible option.
Director of the Direction for Payments System of Bank of Slovenia considers that the advantage of the payments system reform in BH is also in the fact that the expenses were less than the one of the reform in Slovenia, which is longer and more expensive.
"In that system of reform we involved 6 years, a lot of things was prepared, but, in my opinion, still too long, because each project that lasts longer spends more".
With the compliments to his colleges from the CBBH Direction for the Payments System, Slovenian director pointed out once more that the problems in the starting phase of new payments system could be expected, but that it is better to operate at the beginning, maybe, less fast and less cheaper, but operate on right basis and principles. The new system should be given a
time and he will become perfect by itself.
